The meeting was initiated by the Ministry of Agriculture and Consumer Market of the region. Representatives of relevant departments, the scientific community and business took part in the discussion of topical issues of the industry. Ekaterina Kichigina, Head of the Aquaculture Laboratory, presented the Ural branch of the Scientific Research Center of the Russian Federation "All-Russian Research Institute of Fisheries and Oceanography" (VNIRO) at the meeting.

This format allowed the participants to combine "desk" work — analyzing statistics, discussing the regulatory framework and industry issues — with an inspection of real objects.
As part of the practical part, the delegation visited fish farming areas on Lakes Chervyanoe and Sungul. The participants assessed the condition of the sites, the density of planting and the conditions of fish keeping, studied the organization of cage lines, feeding systems and water quality control. On the spot, it was possible to analyze in detail the difficulties faced by farms and identify solutions taking into account the specifics of specific reservoirs.
Such a "field" format helps to avoid abstract discussions: seeing the real picture, participants ask point-to-point questions and propose solutions that can really be implemented. The field meeting became an effective platform for dialogue between regulators and business: during the meeting, the systemic problems of the industry were identified, possible adjustments were discussed, and steps were outlined to support the region's fish farming enterprises. Following the results of such meetings, instructions, recommendations for finalizing regulatory documents and plans for the development of commercial fish farming are formed.
