Born on January 12, 1953. In 1975 he graduated from the Perm State University named after M. Gorky with a degree in Biology.
 
Priority areas of scientific activity are concentrated in the field of ichthyology, fish population dynamics and the functioning of marine ecosystems, as well as the economics of fisheries.
 
From 1990 to 1998 he held the position of Head of the laboratory at the Pacific Research Institute of Fisheries and Oceanography (TINRO).
 
In 1998, he was appointed director of the Khabarovsk branch of VNIRO.
 
From 2004 to 2005, he worked as the head of the Department of Environmental Expertise of Specially Protected Natural Territories and Licensing Activities of Rosprirodnadzor (MPR).
 
From 2005 to 2007 - Deputy Director of the Interdepartmental Ichthyological Commission.
 
From 2007 to 2011 he held the position of Head of the Department of Science and Education of the Federal Agency for Fisheries.
 
from 2008 to 2012 . Representative of the Russian Federation in the International Commission on Aquatic Bioresources of the Caspian Sea.
 
From 2011 to 2018, he served as an adviser to the Embassy of the Russian Federation in the Kingdom of Denmark, and was also a representative of Rosrybolovstvo in the Kingdom of Denmark.
 
From 2011 to 2014 . President of the International Commission on Anadromous (Salmon) Fish of the North Pacific Ocean (NPAFC).
 
From 2018 to 2022, he headed the Department of International Cooperation of VNIRO. He was a representative or deputy representative of the Russian Federation in the Russian-Japanese, Russian-Icelandic, Russian-Faroese, Russian-Greenland, Russian-Iranian Fisheries Commissions.
 
From 2019 to the present, he is the Chairman of the Northern Pacific Fisheries Commission (NPFC), and also holds the position of representative and Vice-President in the International Commission on Anadromous (Salmon) Fish of the North Pacific (NPAFC).
