In 1992 he graduated from Lomonosov Moscow State University with a degree in law.
In 2000, he defended his thesis for the degree of Candidate of Legal Sciences at the Russian Academy of Public Administration under the President of the Russian Federation.
In the period from 1992 to 2000, he worked in federal executive bodies. Head of the Department of Legal Support and Personnel of the State Committee of the Russian Federation for Environmental Protection.
2001 - 2008 – work in a commercial organization.
2009 - 2010 – Head of the Legal Support Department of FSUE VNIRO.
2010 – 2012 - work in a commercial organization.
Since 2013 - in senior positions at the VNIRO Federal State Budgetary Institution, currently Managing Affairs.
