The conference was attended by well-known international experts and scientists from Russia, Canada, the United States, Japan and the Republic of Korea, governors of the far Eastern regions of Russia, representatives of industry associations and fishing organizations and organizations subordinate to the Federal Agency for Fishery. The event was held on the initiative of the Russian Federation, it was organized by the Federal Agency for Fishery and the Russian Federal Research Institute of Fisheries and Oceanography. In his opening speech, the head of Rosrybolovstvo Ilya Shestakov outlined the relevance of this event, due to the significant role of Pacific salmon in the economy and life of the population of Russia, primarily it`s far Eastern regions, as well as other North Pacific countries. After a brief overview of the dynamics of fisheries over the past decades, he recalled that at the end of the XX-beginning of the XXI century, Pacific salmon were on the rise, which was accompanied by salmon fishing records both worldwide (1.1 million tons in 2009) and on the territory of a single country (in Russia it was about 680 thousand tons in 2018). However, last year, Russian fishermen faced a decline in the number of salmon, inferior even to the forecasts of scientists, and this situation was observed on both sides of the Pacific Ocean. “Although the catch is 330 thousand. tons were disproportionately higher than in the years of the depressed state of salmon stocks in the period between 1959 and 1973, we need to identify and analyze the negative trend in time and, if possible, take measures to contain it, - said Ilya Shestakov. – That is why 2021 was declared the Year of Salmon in Russia, a target program for the study of Pacific salmon was adopted, scientific funding for assessing the state of salmon stocks in the Far East was increased, and a conference was initiated at the highest expert level”.
The participants were also greeted by the Governor of the Sakhalin Region, Valery Limarenko, and the Deputy Chairman of the Primorsky Territory Government, Konstantin Shestakov. Representatives of the regions noted the traditional importance for business and the growing socio-economic role of salmon farming, as well as the need to support the comprehensive development of scientific research.
Leading scientists from the USA, Canada, Japan and Russia, representatives of the NPAFC spoke about the results of studies of Pacific salmon and observed climate changes in the Pacific Ocean, both in open waters and in coastal areas. They shared their conclusions about the parameters that determine the survival of salmon at various stages of their life, new assessments of factors affecting the number, the interaction of artificially bred and natural salmon herds, as well as about planned programs for their comprehensive study. The speakers noted the scale of the research conducted by Russia and special contribution of Russian science to the study of the Pacific salmon least mysterious period of life – marine.
The participants agreed on the need to deepen further research on the ecology of salmon and to unite international efforts in this direction. In this context, it was decided to repeat the experience of this year and hold a similar international conference in 2022, where, in addition to purely scientific issues, it is also planned to consider the economic and social aspects of fisheries and reproduction.
Another important step will be to conduct a large-scale international expedition in the Pacific Ocean in 2022, covering the vast water area of the salmon main migration sites. Currently, the participants and the expedition`s program are being discussed. The expedition is planned to involve VNIRO specialists on it`s own vessels.
The participants also supported the idea of creating a specialized scientific journal for the publication of materials from both international conferences and articles on the results of joint research and implementation of scientific programs in the field of Pacific salmon research.
Summing up, the moderator of the meeting, Director of VNIRO Kirill Kolonchin, thanked the participants for their active work, especially in the context of restrictive measures due to the pandemic, as well as the organizers of the meeting and the Government of the Sakhalin Region for providing a basic platform for the conference.
