Work on the re-securing of fishing areas for salmon production should be completed by the autumn of 2025. This position of the head of Rosrybolovstvo Ilya Shestakov was supported by members of the special working group on the preparation of a regulatory framework for the implementation of the updated sectoral law.
The discussion took place on January 16 at Rosrybolovstvo under the chairmanship of the head of the department. This is a socially and economically significant topic for the Far Eastern regions, where salmon fishing takes place, and very important from the point of view of providing the domestic market with red fish and caviar.
The law on the new procedure for re-securing salmon fishing sites (RLS) was adopted in 2023.
The innovations are designed to dramatically increase the efficiency of the work of users of fishing sites, contribute to the socio-economic development of territories, and increase the availability of fish products.
The law will come into force on September 1, 2024 and provides for the possibility for bona fide users to renegotiate the contract for a fishing site for a new period without bidding, which gives a certain planning horizon for business.
In the coming year, the task is to finalize the by-law framework: it is necessary to make decisions on defining the boundaries of the RLU, determine the obligations that will be fixed in agreements on participation in the socio-economic development of the region, as well as other terms of use. Auctions are coming for those sites that will not be renegotiated, and, accordingly, preparations for bidding are to be made.
At a meeting of the working group on January 16, they discussed the work of Rosrybolovstvo and the Ministry of Agriculture together with the industry community on the implementation of the government's "roadmap" in the development of the law.
The proposals were made by representatives of the regions, including industry associations.
The main discussion revolved around the formation of the boundaries of fishing areas and the procedure for charging fees when concluding a new contract for the use of a fishing area: one-time (to the state budget) and annual (within the framework of regional agreements).
Following the meeting of the working group, it was decided:
To support the proposal of Rosrybolovstvo — to determine the deadline for a one-time renegotiation of existing use agreements by the autumn of 2025 (the decision on a specific month will be worked out additionally);
To send proposals from subjects and associations on the procedure and amount of fees for concluding contracts for new sites to Rosrybolovstvo for further consideration at the site of the Ministry of Agriculture of the Russian Federation during a conciliation meeting with other FOIV, and after that — to the Government of the Russian Federation
The territorial departments of Rosrybolovstvo and VNIRO branches were instructed to support the regions in forming the boundaries of the RLU
